Should extortion by a civilian be tried in a military court?

The range of crimes by civilians that have been urged for trial by military court under Pakistan's 21st Amendment continues to grow. The latest is a suggestion that a man suspected of extortion should be tried in such a court simply because the civilian courts are too slow.

Less than a year remains before the 21st Amendment expires. There seem to have been no substantial steps towards improving the administration of justice in the civilian courts.
